AstraTrade:Who pays for climate change?

A coalition of wealthier countries have AstraTradepromised that they'll provide $100 billion each year to help developing countries tackle climate change. So far, most haven't delivered on their promises, and it's a huge point of contention in the talks in Glasgow right now.
